Housing & Community Development - Goals & Programs

To achieve our goals, the following programs have been developed:

The goals of the Housing & Community Development (H&CD) Department are to develop viable urban communities by providing decent, affordable housing as a suitable living environment and to expand economic opportunities, principally to persons of low- and moderate income. Funding is provided through federal and state grants.

The Department provides funding and oversees the implementation of the following programs:

  • Street Construction Program
  • Acquisition of Vacant Lots Program
  • Public Housing Fire Alarm Replacement Program
  • Park Improvements Program
  • Housing Maintenance Class Program
  • Comprehensive Child Care Program
  • Youth Athletic, Educational and Social Program
  • Mental Health Counseling Program
  • Fire Safety and Prevention Program
  • HIV/AIDS Prevention and Education Program
  • Budget and Housing Counseling Program

Substantial Rehabilitation of single-family owner-occupied homes

This HOME & SHIP program provides a maximum of $35,000, which includes construction and soft costs, per single-family home in assistance to eligible Titusville homeowners to address code violations and substandard living conditions. Assistance is in the form of a Deferred Payment Loan (DPL), 10 year term at 0 percent interest. Contact (321) 383-5808 for additional information.

Emergency Rehabilitation of single-family owner-occupied homes

This SHIP program provides a maximum of $5,000 per single-family home in assistance to eligible Titusville homeowners to address immediate life and/or health safety hazards. Assistance is in the form of a DPL, 10 year term at 0 percent interest. Contact (321) 383-5808 for additional information.

ADA Home Modifications Program

This CDBG program provides assistance to Titusville residents through the Space Coast Center for Independent Living. Assistance can include wheelchair accessibility; widen doorways, ramps, bathroom modifications, etc. Contact (321) 268-2244 for additional information.

Economic Development Business Loan Program

This CDBG program provides assistance to Titusville businesses seeking loans for start-up or expansion costs. Loans are structured on a case-by-case basis. The business must create jobs to be eligible for funds. Contact (321) 383-5781 for additional information.

Demolition Program

This CDBG program provides assistance to eligible property owners seeking to eliminate substandard, dilapidated, vacant structures on their property. Contact (321) 383-5781 for additional information.

Downtown Facade Improvement Program

This CDBG program provides assistance to downtown businesses to improve the façade of their buildings. Funds are being provided in the form of a 0 percent interest rate DPL. Contact (321) 383-5781 for additional information.

Smoke Detector, Hearing Impaired Smoke Detector and Carbon Monoxide Detector installation Program

This CDBG program provides assistance to low- and moderate- income single- or multi-family households. Ten (10) year smoke detectors, replacement batteries, carbon monoxide detectors, and hearing impaired smoke detectors are installed. Contact (321) 383-5708 for additional information.
