Housing & Community Development - Grant Programs

The Housing & Community Development Department receives 3 grants totaling approximately one million dollars annually.


The Community Development Block Grant (CDBG) program provides annual formula grants to develop viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities, principally for low- and moderate-income persons. http://www.hud.gov/cpd/cdbg.html

The HOME Investment Partnerships (HOME) program provides annual formula grants that communities use-often in partnership with local nonprofit groups-to fund a wide range of activities that build, buy, and/or rehabilitate affordable housing for rent or homeownership or provide direct rental assistance to low- and moderate- income persons.

The Consolidated Plan promotes citizen participation and the development of local priority needs and objectives by providing comprehensive information on the City that is easy to understand; to coordinate the statutory requirements of the different programs in such a manner as to achieve their purposes in a comprehensive way; to promote the development of an action plan that provides the basis for assessing performance and to encourage consultation with the public and private agencies, to identify shared needs and solutions. The State Housing Initiatives Partnerships (SHIP) Program is funded by the Florida Housing Finance Corporation. The SHIP Program provides funds to local governments as an incentive to create partnerships to produce and preserve affordable housing with at least 65% of the funds to be used for homeownership. http://www.floridahousing.org/

The SHIP Local Housing Assistance Plan (LHAP) describes how the City will administer their FY 2001-2004 SHIP Program allocations pursuant to Section 420.907 et seq., Florida Statutes. The Plan specifies seven (7) Housing Assistance Strategies, which the City MAY participate in. The seven (7) Assistance Strategies are: housing rehabilitation, emergency housing rehabilitation, new construction/development of single-family housing, existing single-family housing impact fee payment, emergency/natural disaster recovery, tenant assistance, and rehabilitation/new construction of multi-family units.

Additionally, the Plan identifies three (3) Incentive Strategies that are on-going or being studied. The three (3) Incentive Strategies are: expedite processing of permits for affordable housing projects; process for reviewing policies, ordinances, plan revisions and regulations that impact the cost of housing; and the modification of impact fee requirements, including reduction or waiver of fees and alternative methods of fee payment.
