Water Resources - Water Reclamation

It is the mission of the Water Reclamation Department to educate the public about the beneficial use of reclaimed water and biosolids.

The Water Reclamation Plants are regulated by the Florida Department of Environmental Protection and also supply data to the St. Johns River Water management District, National Oceanographic and Atmospheric Administration Environmental Protection Agency, and Army Corp. of Engineers. The current facilities have the capacity to handle Titusville’s projected growth well into the 21st century.

The City of Titusville Osprey and Blue Heron Water Reclamation Plants use modern technology and equipment to treat reclaimed water to high degrees of purity. This enables the effluent water to be used by the public for uses such as irrigation. Both treatment facilities are staffed around the clock to insure the quality of the reclaimed water.

The following is some general information about each facility:

Facility Name: Blue Heron Water Reclamation Plant
Location: 4800 Deep Marsh Road
Design Capacity: 4.0 millions gallons per day.
Treatment Process: A2O (Anaerobic/Anoxic/oxic)
Effluent Criteria:
5 mg/l CBOD
5 mg/l TSS
3 mg/l Total Nitrogen
1 mg/l Total Phosphorus
2.0 Turbidity
1.0 Minimum Chlorine Residual
6.0-8.5 pH Range
Effluent Disposal: Reuse and Wetlands
Residual (Biosolids) Classification:
Class "AA"

Facility Name: Osprey Plant
Location: 1105 Buffalo Road
Design Capacity: 2.75 million gallons per day
Treatment Process: Modified A20 (Anaerobic/Anoxic/Oxic/Secondary Anoxic)
Effluent Criteria:
20 mg/l CBOD
5 mg/l TSS
2 mg/l Min. Chlorine Residual
2.5 Maximum Turbidity
6.0 – 8.5 pH Range
Effluent Disposal: Reuse Water System/Wetlands System
Residuals (Biosolids) Classification:
Class "B"

The Osprey and Blue Heron Plants have combined Wetland Influent parameters of:
5 mg/l CBOD
5 mg/l TSS
6 mg/l Total Nitrogen
1.75 mg/l Total Phosphorus
