| Matt Hixon City of Titusville Featured Employee Matt Hixon is an exemplary individual who sets a example for fellow employees to follow, as well as gives the most of himself to the citizens of this City. Matt Hixon is the Superintendent of the two Water Reclamation treatment plants in the City of Titusville. It is his responsibility to insure that all Department of Environmental protection requirements are met regarding wastewater, including the requirement for Reclaimed water. |

| Matt has approximately 40 employees working within his
department. It is easy to see that the morale of his employees is always high. It is
obvious that Matt is a good Manager, but there are many other reasons why Matt deserves
this award. Matt is always looking to save the city money. In the process he is not afraid to give of his personal time to accomplish his goals. Most recently he was responsible for the upgrade of lift station 34, at the Titusville High School South Entrance. This is a master regional pumping station that is critical to the operation of the central part of Titusville. These stations need upgrading from time to time, but this one was a particular challenge because it is over 30 feet deep, near the river and on the edge of US-1. This station is 30 years old and has been slated for upgrade for many years. Matt was willing to help design the new station and gain an easement to move the station to the west. But most impressive was his quest to do this at a savings to the City. Under Matt's direction a contract was awarded to a local contractor in such a way that allowed a portion of the work to be accomplished by City employees at a substantial savings. The project entailed a dewatering operation, which effected irrigation wells in the area. Matt was checking neighboring houses to assure the citizens were not adversely impacted and helped to repair a pump that was affected due to the project. It was surprising to see a Superintendent doing this work; however, Matt is very conscientious and concerned for our citizens. As the project progressed, an area of concern was discovered that was not in the original scope of the work. The problem was a manhole system on US 1. Matt determined that in order to keep from having problems and additional costs in the future and to develop further savings it should be during the current project. Matt was on scheduled leave and the work was going to exceed the cost within his authority to approve; therefore a Report to Council needed to be written in order to proceed in a timely manner. Even though Matt was out of town and on vacation he was willing to spend numerous hours to prepare the reports so that the project could proceed. Throughout the project, even though Matt was out of town, he left numerous contact numbers for city employees involved to contact him whenever unexpected challenged occurred. |
